New York Gov. Kathy Hochul announced an updated plan for New York City's congestion pricing with a reduced toll of $9 instead of the $15 price that was supposed to begin in June. Hochul postponed implementing congestion pricing in the summer because it "risks too many unintended consequences for New Yorkers" at the time.
